    The trees would soak up radiation and also emit it leaving it dangerous to be around, if we are talking about an ice covered lake im not so sure but and un frozen lake would keep in radiation much more than emitting it which is why most nuclear power plants have the plutonium in i believe at least 15 to 20 feet of water and an asphalt road would probably just not be practical because anything else around it would also be radioactive. After a fallout storm you literally need to dig at least 8 feet in order to grow crops again or you will most likely get horribly sick from eating the food it grows
