The ionization effect can be detrimental or therapeutic (use in cancer treatment). OER is the ratio of radiation dose during the lack of oxygen (hypoxia), to the dosage in the presence of oxygen (air is used as a reference). From the definition, one can see that the higher the OER the higher the sensitivity of the cell.
